(Columbia, SC) – Today, the SC House of Representatives (in a 91 to 23 bipartisan vote) again approved a Department of Administration (DOA) bill, marking the 5th time the House has passed this government restructuring reform over the last 5 years.

If the House’s DOA plan makes it into law this year, it would institute the broadest government restructuring effort to be undertaken in South Carolina in decades.  Breaking up the quasi-Executive/Legislative Budget & Control Board, the House’s reform measure places Executive Branch functions directly under the Governor, adds stronger accountability oversight and will save taxpayers money by eliminating waste and duplication.

House Speaker Bobby Harrell issued this statement about the House’s DOA reform plan:

“Fundamentally changing the way government operates by challenging the status quo never comes easy – or quickly, considering this is the fifth time a DOA bill has passed the House – but our state’s system of government is in need of major reform.

(Columbia, SC) – After last November’s election, where voters overwhelmingly approved a House-led plan to change the way our state’s Lt. Governor is chosen, the House is advancing another major government restructuring reform.  Today, the SC House passed a plan that will allow the Governor to appoint a qualified candidate to become our state’s Adjutant General upon Senate confirmation.

Senate adopted its version of the House’s Department of Administration (DOA) Reform bill (H. 3066) – the 3rd such government restructuring reform measure to pass the House but 1st time ever taken up by the Senate.   In the Senate’s 100-page strike-and-insert amendment they:

House working to deliver plan that best protects taxpayers

(Columbia, SC)  – After almost a year-long debate, the state Senate approved The S.C. Restructuring Act (H. 3066), a bill that will bring major reforms to the way our state government operates by consolidating functions under a newly-created Department of Administration (DOA).  Controlled by the Executive Branch, the DOA will take over most of the day-to-day operations of state government which currently reside under the quasi-Legislative/Executive Budget & Control Board.  Placing responsibility under a unified agency that answers to a clear chain of command will greatly increase government accountability and efficiency.
